Objective: This study proposes a set of guidelines for the formulation of public policy directed at the development of educational innovation in Indonesia, drawing on an exploration of relevant literature to identify the critical dimensions of innovation development within the Indonesian context. Method: The literature reviewed was selected on the basis of source credibility, timeliness, and relevance. Results: The first part of the study addresses three interrelated problems, namely the widening gap between society and education, the factors that facilitate or impede educational innovation in Indonesia, and the trends that currently characterize educational innovation in the country. By employing Diffusion of Innovation Theory (DIT) to identify its constituent elements, namely innovation, social system, time, and communication channels, the second part of the study proposes a framework of guidelines for public policy formulation. This framework comprises five components: building consensus, adopting a systemic and contextual vision, valuing educators, working within learning communities, and leveraging information and communication technology. Novelty: These guidelines are intended to serve three purposes: first, to formulate policies capable of guiding and sustaining change within the education sector, particularly in Indonesia; second, to enable more systematic, efficient, and scientifically grounded planning, development, and evaluation of innovation; and third, to contribute to the cultivation of a culture of educational innovation in Indonesia.
